The headlights in that photo are 100% Halogen, not Bi-Xenon. Heres some images from the VW self training manual on the MK7.
Easy way to tell is that Bi-Xenons are not legally allowed to be installed into an open reflector, they must always be contained inside a lens that can accurately focus the beam to avoid blinding. I also believe, that if the car was ordered with winter pack, then even Halogen lights had headlight washers (mandatory on Bi-Xenon). I also understand the UK was one of the very few countries where the importer (VW UK in this case), never offered the option of lesser lights on the performance models, and all UK sourced cars were always Bi-Xenon, but other countries (Ireland, Cyprus etc. that also used RHD), were always a pricey option.
