Are these lights bi xenon?

Is it a UK car? In Ireland on a mk7 they didn't have xenon. Some Irish cars have been brought into Britain for resale.

It does have the washers if you look closely. 

I think they probably are bi-xenon, as far as I know the imported GTi's I've seen that don't have bi-xenons don't have the red stripe through. Bit like this

The only real certain way to tell is if you can see the build sticker in the boot and decode the build codes.

I’ll bow to your greater wisdom but they look like halogens to me and I can’t see any washers!

There were some imported from Malta that didn't have zenons.

Looks a bit odd... where is the indicator strip?

I can't see the washers.. they should be a rectangle just below the lights, are we saying that that large circle is the washer?

The circular cover is the towing hook cover.

The car in the picture that was posted by the OP in the first post for whatever reason isn’t showing now. That picture showed the front end of a mk7 Golf GTI with xenon headlamps with the ‘U’ shaped DRL’s, continuation of the red grille stripe into the headlamp units and the headlamp washer cover below the headlamps. The headlamps on that car were like this one;


The picture posted by @Guzzle in reply #3 in this discussion thread is a non UK spec mk7 GTI with halogen headlamps, no headlamp washers, and no red stripe through the headlamp unit.
