Kev,
Edit
Just had a look at mine, the paint is not shiny but its there. From looking at it i can believe its only overspray as its quite ruff to the touch. I was not going to prod it too hard with my luck as it probably will come off.
Do you jet wash at high pressures under there maybe thats whats made it come off as i keep it down to ~70 under there.

My silver one had this flaking in the bottom corner of the rear bumper. I stuck a bit of heavy duty tape on it to stop it peeling further, I didn't want to risk a dealer making a hash of the paint on a warranty claim.
I've not checked my current car yet, I've not used it since before Christmas and not cleaned it since October!!

i never jet was mine. i always clean in the arches with the hose and with a 'dirty' bucket and mit though. just looks like its a common thing that the 'over spray' comes off eventually.

I'm going to try and get some black rubber paint and do the affected area to stop it spreading

I might do mine later when i have a bit more free time.
Might be worth removing the wheel arch liner and also doing something similar to the wings arch edge as the liner rubs on there if its not inserted correctly. Mk5's at less than 5 year old are rusting through in this area at the top of the arch due to the poor paint coverage and poor arch liner design.

when you mention the numbeplate are mine is the same. the 2 top corners of the numberplate recess are barely painted and have a rough feel to them as if they have just been flashed over, not painted properly. some of the panel gaps are a joke too
Not noticed that but mines a bit warped in that area anyway.
The quality imo is not good, mine has loads of paint and other issues and to think for some stupid reason i was seriously thinking of buying a new UP too. I need my head examined really the more i think of it if i buy another new VW.
