Timing from bottom pulley can be a bit iffy its got a shty mark on it and it's hard to line it up without looking from the wheel arch.
You can double check with a strobe nice an easy.
99% of the time its timing giving this kind of problem the rest of the time it's the sensor

so rather than timing it up via crank marks, I can use flywheel marks? if so what marks am I looking for on the flywheel?

it really doesnt matter. If you get number 1 cylinder to tdc the timing marks on crank and fly will line up.

Hench why I asked how you got it to tdc?
