There used to be an old wives tale that if you removed the spark plug from a scrambler, you could get away with such an action. This is wrong.
Regardless of it's condition, you will be deemed to bit in control of (charge of) a motor vehicle on the Public Highway (that includes the pavement)
Being a pit bike, you'd be in even sticker territory as they are not designed for, not classed for, on road use.
You'd have to bend over and take it twice, if caught.
But it's only 3 miles.
