Speaking on behalf of our dealership, Des Winks.. I can honestly say I think were way better than those experiences youve stated.
We are a family run dealership (Des Winks being a person - who has since passed away, dealership since run by his son in law). We own only this one dealership, in this one area, so no automated answering machines for different departments of dealerships. It's just us. 
I think I'll sell up and move to Yorkshire then! It's nice that there are still some smaller family dealerships left, as from my experiences over the years VW put a lot of pressure on the local franchises to expand and built big shiny new premesis and this was when a lot of the 'personal touch' quality of service left and the labour prices went skyward.
As has been said there are plenty of good people working for VW but the system and the not so good people let the rest of them down. Same goes for SEAT and Skoda too, I've no experience of Audi though being a pauper.
