No, and no.

Insuring the 16v was actually about £300 more expensive. Where as If I do the conversion, only have to put £140 on top.

Fill each cylinder with compressed air, then see if it holds pressure.
I wouldn't perform a wet compression test, unless dry is bad or there is big difference between cylinders.
Yours looks spot on.
The point of a wet test is if the dry pressures are poor then wet will show if its valves or pistons.

What would be causing dramatic amounts of blow by though??

Check for blocked breather.
The best way to tell if the rings/valve guides seals are f**ked is a leak down test.

have checked oil breather. I've also cleaned them out and it's fine, but there's a hell of a lot of pressure coming out straight from the crankcase.
