How much BHP do I have as standard on my 1991 1.3 Mk2? 12500+ miles

54 from factory, over the years probably lost a couple. so im gonna guess about 45 - 50. stick some mods (k&n filter in tehre and get the carb tuned and should put u back to 55 - 60

But for the purest engine experience, displacement has no replacement. All other methods are simply attempts to artificially recreate the benefits of displacement.

^^^nothing in a car that doesn't have the electronics to take advantage of it.
The higher ron means that the ignition timing can be advanced more without pinking occuring and the engine will develop more power. However for this to happen you need a car equipped with a knock sensor/injection/ecu that can adjust the timing on the fly.
Save your money and use basic 95ron, in fact the 1.3 would happily run on 91ron if such a thing still existed as it's a low compression engine.

Not true, if you re-tune the ignition timing on 99ron then you will see the benefit. however you wont be able to run as well on cheap fuel, it will pink if you push it.  This is exactly why the Golf owners manual/petty flap says 98minimum on 16v and 8v k-jet cars, they're tuned for premium fuel ;)
