Yes you could mate, although it will prob be cheaper to just start with a driver, and when  you can afford it, get a gti ans swap any bits you have bought, like suspension, wheels onto it.

No question is stupid if you don't know the answer.
A Golf driver is the same mechanically as a GTI apart from the engine is not injected. The running gear, trim, interior is basically the same apart from a few things. So a GTI engine is all you would need to add at a later date.

A driver is a GTI without the GTI engine.

Depends on what you think is pricey for GTi insurance.

On my own policy i pay 1150 a year for tpft. Im 18 and have 1 years no claims and have a 1.8 8v GTi. Try admiral and dont forget to put your mother as a 2nd driver it always brings the price down :)

the driver ran from 1987 D reg with a 1.6 carb engine 4 speed gearbox with a 5th e gear
in 1991 a 1.8 version was launched again carb but with a 5spd gearbox from a GTi this is the version to have in my opion.
even did a diesel version called a GTD in the same spec although in this country we only got the 5dr version which was a shame

3dr or 5dr versions

standard spec for drivers is green tint glass gti small bumper body kit, 14 inch gti steel wheels, sunroof later ones had central locking and rev counter clocks, the very late oones ditched the grey interior and carpet for black carpet parcel shelf etc with darker grey seats.

The driver is a good solid car my first golf was a driver  got it at 80 thousand and traded it at 162 thousand still ran sweet as a nut

a tidy 1.8 3dr driver can be found for around £600 ish

loads of them about and some very nice full gti look alikes out there
