Possibly, but its more likly to the the coolant channel o'ring in the inlet manifold, see my 2e2 FAQ in the garage section ;)

Wahey, my crappy 1.6 also does this Si

Everything is exactly how you say it is, except my temp guage stays just below halfway, but takes ages to heat up, and every so often my crappy peirberg thinks it needs the choke open, and i get splutterin etc, and stalling when off the throttle in neutral, will have to try a coolent flush and change that o ring!!!

check the thermostat too, run the engine from cold and check the bottom rad hose, it should stay stone cold till the gauge gets to about half way.  If not the stat is stuck open.  Of course it could be the gauge sender is reading too cold too :)

I had the same problem on my 1.6 carb, auto choke wouldn't switch off until 3+miles into journey. 
The car would take ages to warm up and the heating wouldn't work properly.
Turned out the thermostat was stuck open and needed to be replaced.  After that no problems!
