I've never had any speed limit bong in my MK8. Maybe its something I've switched off in the settings!
Press the assist button (on the dash), press on traffic sign and you'll see speed limit warning - can be off/visible/audible.
You can also set the threshold - 0, 3 or 5mph (over the limit)
It sort of remembers your choice.... sort of. Sometimes chooses to forget what you've set!
Basically it sounds like they have just gone with making that default to on with those settings every time you start the car.
Along the whole sorry story of Intelligent Speed Assist (ISA) the EU have changed both dates and requirements. They initially wanted it to be hard enforcement but decided that at least for the first phase (ie now, but already delayed by 2 years!) its just got to provide the driver with one of four different types of feedback. Apparently they are going to use telematics to discover how effective it was - how often drivers break the speed limit and how often they turn off the system!
On the Mk8 you do have a speed limiter function that does physically limit your speed. Its hard to turn on (fiddly), needs turning on every time you start the car and also doesn't appear to be speed limit aware (you have to manually adjust it to the limit as you enter and exit speed limit zones)
Its not "dangerous" by the way, you can exceed the limiter just by kicking down on the gas... so speed as an avoidance technique is still available - likely as not in those cases you'd stamp the gas anyhow!
