You want 80/100/180/up to 800 wet & dry sand paper sand down all the scratches and scuff marks. As for any deep curb Marks use a file (if any part of alloy is raised) flatten it out to the shape of your alloys and then use Chemical metal (follow instructions of use) apply to any low areas leave to harden. It hardens fast so only mix a small amount at a time until you get the hang of it, then use the wet and dry papers going through the grades toughest to the smoothest grades.
once your happy with the finished result spray 3-5 thin coats of your primer/colour/lacquer leave 2-3 days between these spraying stages for best results.
Hope this helps if you get stuck let me know I will get back to you.

Nitromors paint stripper, leave it on for about 10 mins then rinse off

I reckon this is the best way, or you can use wet and dry sand paper and elbow grease ;D you've no need to remove 100% of the old paint, just get what you can off, but make sure that you remove all the clear lacquer, if any at all

Nice work!
If it's flaking, take it off :)
It's totally up to you if you want to do the inside, it gets filthy fast anyway. Unless your like me and you like to take off the wheel and do a long job at cleaning. Then I'd advise it. Or if your choosing a colour like bright pink then I would do the inside :p
