Alternator charge fluctuating

I have a problem with a AGU not charging correctly and the battery keeps going flat.

using a multimeter with the car running the V goes to 11.9v - 14v  11.9v back and forth.  You can hear the change in the engine note.

any ideas?  not sure it is a short or alternator is dead.

Sounds like the alternator has had it. Other way of checking it would be start the car and disconnect the battery while engine is running. I know with older cars you can do that but not sure with a mk4.

or just replace the shot voltage regulator on it for 10£
