Go to the bobbies unless you know the “perp”. Driving off without leaving details is an offense. You’ve gone to the trouble of digging up CCTV evidence of the offense that was available – others aren’t so lucky to get it on tape (cameras facing wrong way etc).
Did she get out and survey the damage? If so that is full acknowledgement that she was aware she’d hit your car. She might be able to say later that she had a look and didn’t see any damage, hence didn’t leave a note (that might absolve her of the offense of not reporting an accident, but not of the responsibility to fix damage caused).
Another kind of acknowledgement of collision would be going to park up in a space, hitting your car and then buggering off rather than park up.
If the impact was really soft, there is the possibility that she’s such a ditzy tart that she didn’t realise she’d hit your car whilst applying make-up/texting on her phone etc whilst performing a reverse manoeuvre into your car!
