The rim can stick out but the tyre has to be inside. And not rub

This is my view  ,Rim can stick out 30mm from the body ,tread has to be covered pretty much, there should be no contact with the body, no law on stretch just tyre manufacturers guidelines which is not the law.

Law says that tyre tread, must not protrude the wheelarch...
However, what passes an MOT, and what a Police officer deems fit to be on the road, are 2 entirely different things, so keep all things within reason, and make sure you have arch clearance, with zero scrubbing especially when fully laden!
So it depends on who's looking at your car, and whether or not they have had a good day!

Handy to keep a copy of the tyre guidelines with you as round my way the police are inpounding cars with stretched tyres till you can prove the tyre can cope with the stretch.

I'd say that's too much tread protruding tbh. You also need to wind the coilovers down to pull the wheels off

My 9" et15 looked worse than that. I put on camber shims are pulled the arches out so the lip of rim was in line with lip of arch. I tucked my front and slammed it. Flush or poke on front does not work on low cars
