I think you might find they want to prevent you exceeding any speed limit. So rather than a 70mph cap, it would be variable depending on the speed limit where you are. Hence the use of cameras to read road signs.

A ridiculous idea that only an EU bureaucrat could think was sensible.

Just the next step on from the insurance "black boxes" that will probably be mandatory for everyone soon. . .
