It really is hard to help you without any further info.. Which installation steps did you follow exactly?

Firstly I tried it exactly as I did a year ago when I got it working as I have a laptop spare that I only use for this. So I plugged the cable in, opened VAGCOM 409.1 and tested the ports and it wasn't finding the interface straight away. I've since tried 11.11.5 and 10.4.something and they don't work. I've tried reinstalling the USB->Serial drivers, changing the COM ports, changing latency and bit rate whilst testing it again each time to no avail.

Perhaps it's simply a shagged cable...?

The LED comes on when I plug it into the OBD port in the car and the LED test on VCDS makes it flicker when plugged in to both the car and the laptop.

crap usb-rs232 chip probably, what do you honestly expect for 5.11£?

of which say 1£ will go to royal mail and packing, 50p to ebay/paypal, leaving ~3.50 for a cd (with a probably cracked FTDI driver to work with the forged chip as a cable with genuine chip costs more) and then the actual components, a PCB and their assembly (not to forget shipping from China)?

also don't discount the laptop itself, try a different machine if you have one. you might get lucky and get it to work.

what kind of latency time do you get when you run it with vcds light?

I'm not expecting much for the price...but I have had it working before and simply cannot replicate whatever the conditions were when it was successful. How do I measure the latency?
