Earth connections ? mines 1986 not sure if yours is the same but
under the dash slightly above the fuse panel near the ignition switch
is a multiple earth connection block , give em a clean up

I have this same problem so i assume you mean the light switch take that out the dash and give them a clean ?

no not the switch
there is a terminal block with several earth connections together
that's riveted to the body

also the golf has separate fuses for left & right headlights
plus high & low beam  it's a dub thing

so there is a fuse for each headlight , as when i go for high beam as in click the stalk for flash , it just swaps from one headlight to the other
