golf mk2 top mounts wobbly

put new top rubber mounts on , both sides and they do the same thing wobble alot , its as if it needs to higher and sit up in the strut

Take 1 apart and line it up on the floor and take a pic,
Put it on here so we can have a look an see if anything is missing, 
I had this trouble before and it is a nightmare, But it turned out something simple after

Lets keep it simple when strut is not mounted to car, can any of the parts be lifted off including the top rubber mount?
If yes then you have a nut missing?

Are you sure the slotted nut is tight enough the one that keeps the spring in place?

you should see this just by taking the top cap off in the pic without taking the whole strut off the car.
