IF it was only surface rust as you said it would never make it onto an advisory list!
Therefore it must be more than surface rust and must be dealt with more firmly than a wire brush!

I would also add that wire brushing rust without then using something like kurust to chemically stop the rust will also be wrong!

Not really, testers put all sorts of things on advisory sheets, even oil leaks and other non MOT items

Not at all Len. Its standard practice to put any mechanical defects or leaks on the advisory list.
It shows VOSA that the tester is paying attention
