Interesting to see this thread. It's very real - closed public road stage rallying has taken place on the Isle of Mull for many years.
Back in 1997 (ish) the Jim Clark Rally moved out of the Kielder forests onto the public roads. I was there, 97-99, and even the Police took an interest, bringing out the hairdryers, and calling closing speeds to the throng of spectators present.
That took an Act of Parliament for that one named event, and it continues on those Berwickshire roads until this day, very successfully indeed. What they want to do is get a wider acceptance of public road use, and fingers crossed they'll get it.
Wales Rally GB / The RAC Rally hasn't used public roads for many years.
