As everyone else said, no point at all in putting money into the engine. They dont do a 1.4 16v mk3 golf. Have a look at insurance for a 1.6 or 1.8, the performance isnt much more, but its more nonetheless and a few people on here got a 1.8 instead of a 1.4 as the insurance was the same.
if you get a 1.4 just be prepared to down shift on hills and live in the red line

best way is roll low and slow for your first year driving, then move on from there.
9J's fit on the back, im even fitting 15mm spacers for my 9J's, although my arches are rolled

just try and learn as much you can in your first year and you'll soon not be silly enough to think turbo'ing a 1.4 is sensible/feasible. dont worry i was exactly the same when i got my 1.4
