the wire on the boss will connect to the spring tab on the column as in the pic, the horn button will then earth thru the boss body and the boss body earths to the steering column. the switch completes the earth path thru the spring tab to the column and sounds the horn. you can test this by putting a screwdriver between the tab on the stalk and the body of the column, this will make the horn sound.
