I thought I'd come and throw a spanner in the works by mentioning that the H15 was designed by Osram and is one of their 'Snapinlite' range of products, which I believe are either patented, trademarked or otherwise protected. That's why you don't see any equivalents from Philips, etc.

I think you'll have to wait until Osram decide to market a 'cool blue' H15 themselves, unless you can find someone who can apply the special blue dichroic coating to existing bulbs.
EDIT: forgot to mention that applying the dichroic coating involves something called vacuum deposition, which is a bit more complicated than using a paint brush or some sticky vinyl...
