I would avoid any form of public place whatsoever.
The police really are cracking down on this sort of thing in public, and are inventing all sorts of new public order charges to slap you with every day.
Regardless of the time of day/night and your location, if its in public, you're bang to rights for endangering the public, causing damage to public property, driving without due care etc etc etc.
Plus, even of you get off without charge, your 'card will be marked' so to speak with the local police - you think you're being victimised as a young driver now, wait until the police see you doing that sort of thing in public - you'll be hounded by the police until you move or change your car.
Its this sort of driving that also causes massive police prescence at cruises - ask a copper that attends these things and he will tell you that they have no problem with decent people meeting and showing off their cars, its the tw4ts that drive like they're competing in an autotest, endangeringthe people stood less than 10 feet away that cause the problems for them.
Find someone who has some private property in which you can practice - if you don't know someone, then its time to make some new friends!!!
Just on a slightly different note, why do you want to learn how to do this? Its not really a skill that is going to make your daily drive any more pleasurable, and you're going to do untold damage do your cars clutch, gearbox and brakes. Why not do a track day instead? Not only will this cause less damage to your car (providing you keep it on the black stuff!) but you will polish your driving skills that will have an effect on your road driving. Just a thought ?
