Gotta take the steering wheel off to get at the bottom one mate.

Also you've got one screw underneath by the rake/reach locking lever.

It's actually very simple as long as you take proper precautions with the airbag.

Disconnect battery, keep ignition key in the on position, press brake a few times to discharge any residual. Thats what I did and survived.

I cannot really think what could be rubbing, under the lower cowl is mostly the steering wheel control module which does not move. Only other moving parts is the ESP wheel position sensor and the stalks etc. Could be deeper in there than you think.
