Hobbiniho is right. I work with maritime agencies every now and again, and they load test davits and securing mounts. Once the load test is complete, the mounts are x-rayed to ensure there are no fractures that are not visible to the naked eye. To be able to repair a wheel properly, I think this will have to be done, and lets be honest which repairers can afford an x-ray machine, training personnel to use it, it would then need to be annually inspected and serviced, etc etc. My company spend massive amounts training people in Radialogical protection just to hold a dental xray machine that never gets used. There is no way on earth that your average repair shop would go to this trouble. Honestly I would not even think about doing it!
