I'm not sure on mine if the fan runs or not but you can hear a loud click as the compressor engages / disengages. This is what to listen for, it shouldn't happen. If you watch carefully the revs change a little bit when the AC is switched on. But below 5 Deg C it shouldn't as the compressor isn't engaged.
