Newbie with a problem seeks advice

Hi guys newbie  in the process of buying a Mk3 Cabriolet , the roof is suposed to be electrical but does not work  it can be manuvered manually . Is this a deal breaker or is it a known regular problem. Been told it can be a vacuum pump which can be replaced with F**d Es**t Item.
Car is cheap as chips with MOT and fair SH . Going to be used as a run about during the winter so roof not essential at the moment but might be in the summer ( you know that one weekend in July :grin: ) .

What else should I be looking for on these ?   Would appreciate any help available
