Power steering belt change on a 16v is a bit awkward, i took out the plastic inner arch on the drivers side to do mine. Much more room to work from there.

Had a misfire on my old 16v and changing the ecu and fuel pump relays sorted it, they are numbered 30 and 167 and are located in the fuse box above the fuses and are a common fault on mk3's. Cost about £22-25 from the stealers for both.
I'd also recommend changing the vaacum hoses as these tend to perish over time causing running issues, especially the throttle body to ecu one and the fpr to inlet manifold one. Get some 3mm id silicone stuff off ebay for a couple of quid.

As for the power steering, yeh thats deffo a belt issue, change the belt and all should be well.
