Defo the Throttle body. I had the same problem for months changing fuses and bloody sensors along with relays. Could not take the throttle body off so removed the pipe sprayed carb cleaner in and straight away the butterfly closed on its own accord. Hold the butterfly open while run a toothbrush around inside. Then put it back together. It may not want to start straight away but once it does you will have no problems again.
