Open it in a picture editor like Paint Shop Pro, Adobe Photoshop or even MS Photo Editor (part of every version of MS Office after 1995) - it's in the MS Office Tools sub-menu..... if you don't have one go to a computer store and look through the cover disk on PC magazines... rather go for an older FULL version than a new trial version - you DON't need any newer fancy features: I'm still using Paint Shop Pro 5 (from about 1996, current verion is 9 or 10) and that's FINE.
Open the pic - look through the menus - should be an option to resize (note you want to resize the picture, not the zoom). e.g. Image - Resize in MS Photo Editor, Image - Resize in Paint Shop Pro... you get the idea. Select a smaller size (e.g. approx 600x800 / 800x600, depending on wether it's a landscape / portrait) and hit apply. Recommend that you leave "maintain aspect ratio" ticked, otherwise it will distort the picture.
Remember to save the picture afterwards - save file as a JPG/JPEG.
