I think it's a design quirk

VW seem to have changed the design of the badge once or twice ... some are flat faced and some (most?) have a raised chrome effect.
Water seems to run down the rear window and then into the gap between the window & the paintwork just below it. The water then seems to settle right in the middle and then trickle down into the badge / handle area

Not heard any stories about rust but one or two people have had the "milky worm stains" in the chrome badge and had them replaced under warranty.
