big bumper question

i've seen some big bumpers on ebay and i'm not sure if they're genuine VAG because the guy says that the top ection is hard plasctic and the lower section is plastic? on big bumpers i thought the bottom part had like a metal sheet over it and only the top part was plastic? would it be easy to paint over the bottom section if they are plastic? here they are

all genuine big bumpers have plastic bottoms, i guess you'd have to key the bottom half with some plastic primer and then spray them
