Lots of sandpaper, some rust killer, primer and then paint with lots of cutting back to get a nice shine.
Either that or pay a pro to do it.

I think that may be too far gone for sand paper to be much good, I wood use something like a dremel with a wire brush or small grinding wheel and then use rust prevention, filler, primer ect, ect
