Spraying wheels help

I have come round to spraying the cemtre of my split rims and was wanting to know the best way to go about it.
Can i just spray the parts that i have fixed or do i need to spray all of the wheel?
Do i have to take off all the old paint?
Will the new primer and paint stick to the old lacquered surface or should i just rough it up a bit first?

Chrome powder coating might be a good option, see if there's a company that does it near you.
There's a set on the bay atm

i had thought about that, but it would cost me like £100 to do all four, when i can just spray them and repair the rest of the wheels for just under that including putting the tyres on and balancing
