I'd like to see what they would look like with Dark ED30 lights or better still Dark with LED's

I would add a coat of laquor to that matt finish otherwise the paint will peel/chip away. And, if you do use a jet wash then that will affect it aswell resulting in it lasting less than a month (like i found out). I had to take it off and give it a few more coat's of paint.

The onlt thing that is going to keep it looking black is laquor or some other finishing product

You will always have a real job tring to get paint to stick to a chrome surface no matter how many coats you put on.You need to make the surface of the badge as rough as you can, or you will keep needing to repaint it month after month.

Yes.
The only way to do is to sand the surface down so its a rough texture. Then apply primer, and then apply a few coates of paint. And then to protect the paintwork apply a laquor.
