The whole idea behind camber is that your tyre is perpendicular to the road at all times - offering the most grip. That's why the wheel campers in the higher in the wheel arch it goes, it compensates for the car rolling in corners. To answer your question, the lower your car goes the more camber, but I think some modified cars purposely alter the camber to the huge degree you're talking about - if that's the look you want I'd get a book on suspension geometry, because the fact that you're asking a question like that says you need to learn more about this before you tackle something with such potential dangerous consequenses.
