20k a year, your looking at problems regardless for any car that age...
i will do the sensible thing and buy the best i can. maybe upto £2k or is that too much. As long as its worth that in a years time i dont mind.
I would budget to 1,500 and keep the rest for parts. Read "ALL" the buyers guides in the Mk2 Section and use the "Search" button at the top to find info on near enough anything to do with Golfs on the forum.
also what is the difference between an 8 and 16v?
8v have 8 valves :p Higher torque than the 16v.
16v have 16 valves :p More high end power and gain at higher revs but less torque

If you have had your licence for a while, along with some NCB then yeah it will be pritty low. Sub 400-500

Do they all have power steering?
No... But remember its an older car, just build your driving technique around it.. Remember you should always be moving whilst turning the wheels anyway...
