Can someone tell me what the air outlet thumb wheel switch in the top centre of the centre console above the hazard warning light switch in the GTi model is for?

For draft free ventilation - it directs some of the air upwards.

Actually, it redirects MOST of the air from the dash vents up to the windscreen.
If you really want to feel cool or hot air directly on you, turn off the dash vent.
It's good once the car has cooled down to keep a constant temp though.
