Factory Xenons are self levelling and AFAIK, can only be adjusted by a dealer. Not a DIY job. You can self-adjust for RHD and LHD though. Link here:

I have Xenons and occasionally get flashed from other drivers, but the lights are correctly set, they are just brighter and this confuses some people

you should be able to do it with VAGCOM

the MK4 xenons were fully adjustable using fine tuning screw (you could adjust horizontal / vertical)

if i was you i'd either find someone with VAGCOM or go to the stealer

I get flashed all the time in the Ed30 whereas in the S3 no-one flashed me ever.  They must be much brighter or set a tad bit higher in the golf than the Audi.

Very annoying when this happens and I may resort to some double digit action on these mofos if it continues - don't say I didn't warn anyone

I dont know this for a fact, but it would make sence. Otherwise any tom dick and harry could adjust it and blind everyone.

like i said earlier the MK4 ones were adjustable either through software or using a torx driver, i'd expect the MK5 to be the same.  becuase the sensor is only going to do up and down, so you would need some way to adjust side to side.

have you looked at the back of the cluster to see if there are any screws / adjusters?
