Well google for start on G60's and learn about your car!
A G60 physically will not get to more than 250BHP so your mate is right, but don't forget your G60 is about 17 years old!!!! Some times its not about all out speed but fun driving a well sorted G60. Your engine size can only handle 1.9 litres otherwise the block would explode  Unless you drop a 20Vt

To get to 400bhp would cost some coin and as already mentioned by Jay, an engine conversion. Four wheel drive will cost you loads of money, make it heavier and you will actually loose power through it so I don't see that as an option for you.
......now officially dubless.

Just tell you mate to FO and take his jap POS with him, you clearly have the better car.

If you want to 'beat' you mate, sell the G60 and buy an Mitsubishi Evo then big turbo it.

If you want to enjoy the old skool charged dub, start by reading here..

Rebuild to 1.9, big valve head and ported/pulley'd charger with remap and fuelling to suit would see you knocking on a reliable 250-260bhp.

You could get 250bhp a number of ways but here's an example

Full Exhaust system
68mm Pulley and SNS ECU Chip
Full Blend Charger
Grey top Injectors
Big Valve head
Possible Capacity Increase

with 250bhp you might want to think about Gearbox ratios and a LSD as well.

Yep LSD for front wheel drive conversion to keep all that down, otherwise you will go through tyres every six months and have wasted the BHP doing burnouts.

There is always the 16V charged limited route, but even thats a mission to get it to work properly!

PS The guys coments on here is spot on!!!
