you on about swirl marks?? you need an agressive polish and a lot of elbow grease to get them out. Or alternatively you need a Porter Cable (machine polisher) and a very steady hand otherwise you'll go right through the paint

try something like Meguairs Scratch X and their foam applicators; do a small patch at a time and be prepared for a lot of effort!
after you've removed them make sure to use lambswool mitts and ditch the sponge (you may already have) otherwise you'll inflict more damage
