Has the ISV ever changed on the mk2 16v, i have an early valver 86 and a isv from an 89 but what is on my car looks totally different?

The part your looking for is not near the dizzy cap its located right in front of the head looks like a over sized spark plug with two outlets one for boost inlet and another for return.
You can't miss it right next to the oil cap and oil breather.
