I've thought about the problem of people avoiding paying tax, and thus bumping everyone elses up, a few times, and reckon the best bet would be to introduce a registration system, where by you need to prove you have a Tax, MOT, insurance, and are then entitled to a card that is similar to a credit card style swipe card, registered to the car. Without this card you wouldn't be entitled to draw fuel from a garage -
No tax/MOT/Insurance = No Card = No Fuel = stationary Car.
Simple idea, effective results

In terms of Road tax showing you have insurance and MOT, well in reality it only proves that at the time of purchasing road tax you had insurance and MOT. What happens if your insurance and road tax are due to expire the following month, it would still let you drive with no insurance and tax for nearly a year, plus the majority of car with no insurance and mot wouldn't be paying for road tax anyway!
The easiest way is to have to display insurance and mot in your windscreen, on the insurance and mot certificate it would only need to include a tear off section that by law you have to display, and then you could see straight away if they had the proper docs.
