this post will probably help me out too.

I cliped the crub infront of my drive and the wheel arch came off >:( proved my car was too low.
Looked under it and it has out of shape rust holes where the pop rivets used to be.

best way to sort this problem out is to grind the rust holes back using a grinder. Get all the rust off then body filler etc etc.

My old T plate Mk1 had that problem. I purchased an outer metal arch repair plate for each side. I cut out all the old rusty metal back to good metal, cut the repair plates to shape and welded them in. Then it was a small amount of filling and making good and spraying back up............looked as good as new. Repair plates weren't too expensive either and I'm sure you'll find them available for the Mk2.

Ok, finally found the pics.......I took them in 1991 so it took a while to find them.
Kids Christmas party this afternoon but if I get a chance I'll post them early this evening.
