Put a match to it to see if its petrol!

Or you could soak it up with a rag then try and light it.

Re- start the engine and look for leaks, dont worry. Nothing will ignite, the engine has to be dam hot which will take 10 mins to get to that temp. But to be honest it may just be water and the smell was becuse it was a cold start and the choke was open.

well if it is spraying in that area, the only thing it can be is oil, water or petrol.
Remove the plug from the dizzy and crank the engine over whilst holding a rag in that area, stop when it starts spraying out again.  If the rag smells like petrol you're going to have to replace the fuel rail ASAP!

Obviously when doing this you'll want to have a wet towl handy to smother any flames if the worst happens, but as long as the engione is cool as said it shouldn't burst into flames.

As rubjonny says have a look at the fuel rail if it is petrol. I replaced my rail a while back and one of the injectors wasn't seated correctly. This led to a little pool of petrolforming on one of the mounting brackets. The petrol evaporated as I drove along!!! This was probably more luck than judgment!!!!!

Just check the injector at that end is seated correctly.
Mk2 8v and 16v.
