Sticking Rev Counter Needle

Hi,
What would cause my rev counter needle to be sticking. Sometimes it will not move as you rev the car and then all of a sudden it jumps to the correct revs.
Is this the instrument cluster or is it the feed to the cluster?

loose connection at the coil as a check before you take the clocks out
