mk3 vr6 engine noise/lack luster

Hi, posting for a friend. Its a VW Golf VR6 1996   114000 k on the clock

issue is that the car upon accelerating hard rev's freely to 5000rpm and simply doesnt want to do more, no judering just kind of '' put put '' noise and seems an overall lack of torque !!

car has been serviced and tuned and only use optimax.

any ideas on possible causes solutions to issue to avoid a costly fault finding session at the dealer ?

any assistance appreciated.

There have been mutterings on here about the base timing being out . Is this a new problem or has it allways been there ?
