They wont have been pulled as thats not physically possible as you dont have enough metal there to do it. What the car above has had is new metal arches welded in and this I would imagine is serious money.
The fronts aren't that bad to do as its a seperate panel and can always be removed to work on it, The rears are another story though and you will have to extend the inner arch also to prevent water leaks into the car.
I've seen de-textured G60 arches painted body colour and they do look similar to the effect your after and will be a darn site cheaper.
